What works and the tested limits

Exact look: each page is a picture with an invisible text layer on top, so it looks like the PDF and the text can still be selected, searched and copied; web links stay clickable. One self-contained .html file, up to 60 pages.
Clean text: headings, paragraphs, lists, bold and links that reflow on phones; up to 500 pages. Pictures and columns are not carried over.
Scanned PDFs have no text layer: run OCR Desk first.
